I have the honour to acknowledge the receipt of your letter to. 9 of the 3rd. instant covering copy, and trans- -lation, of a despatch from the Kilitary and Civil Governors of Kuangtung in which are announced the appointment of a firm of Solicitors in this Colony, of one of the Assistant Superintendents of the Hongkong, Police, and of various Chinese Officials to conduct proceedings for the extradition of Chinese from this Colony.

I have perused the communication of the Military and Civil Governors with much surprise, and I find that the proposals it contains are so repugnant to international usage that I am convinced the despatch must have been written under some strange misapprehension. I therefore return it and shall be much obliged if you will request the Military and Civil Covernors to reconsider its terms. Couched in its present phraseology I feel that I am unable to accept it.

I need hardly point out that it is not com- -petent to the Provincial Government of Kwangtung to appoint any one to manage or interfere in extradition proceedings in this Colony.

The correct procedure in connection wita extradition cases has been so often explained to the Provincial Government that it is matter of surprise that it should be

necessary to repeat it, but to avoid further mistakes I will do

3. (a). In all cases requisition must be made by the

Tutu through the Consul-Ceneral for the extradition of the fugiti- -ve offender and each requisition must be accompanied by the

usual guarantees that the offender if extradited will not be
